Introduction

A new concept of management

The starting of the new system of electronic procedure for the contracting of the city council supposes an important change in the way in which the administrative contracts are managed. The new system (eContract) endows the city council of the necessary tools to be able to make the public contracting, while fulfilling the new Law 30/2007 of contracts of the Public Sector.The use of technologies like the electronic document and signature or the possibility to establish connections with third parties in a safe way through electronic means, makes possible to carry out in electronic medium all the tasks associated with the different procedures of contracting.

Reason to Be Selected

Beyond the improvements associated with the electronic report of contracting, a series of management elements have been revised and have been simplified with the aim of doing more efficient the procedure.

The eContract system is enclosed in a series of actions started by the city council in the area of the information systems that will allow an administration without paper. Its implementation covers the administrative contracts for works, services and deliveries and the minor, open and negotiated procedures.

Details

The eContract, like the rest of projects of electronic report, allows to attach all the information and documentation of the reports in electronic format, in this way it will not be necessary to have paper to sign, nor to file, nor to have evidence of the validity of the documentation, then it will not be necessary to print the report.The system integrates with the electronic Registry of Bidder Companies of the Generalitat of Catalonia, the General Treasury of the Social Security, the National Tributary Agency and with the Business Register. In this way the supplier companies are spared from the contribution of the necessary documentation to hire with the city council and the time that they dedicate to obtain it is reduced.With these means it will be possible to reduce the generation and circulation of papers practically to 100% in the case of the minor contracts.

·The first type on starting off has been the minor contract, which in 2009 it involved more than 4.000 annual contracts for the city council.

·The new system allows the reduction up to 30% of the time of the procedure and the practical elimination of the paper in all the administrative process.
·At present the minor contracting is possible within 3 days.

Implantation

The implantation of the eContract has been carried out in a progressive way: The Districts of Eixample and Sants-Montjuic and the Sectors of Urban Planning and Infrastructures, Environment, General Services and territorial Coordination (NO) and the Education, Culture and Welfare started to work during the first four-months period with the minor contract and during 2010 it has been displayed in the rest of the organization. From January 2011 the open and negotiated procedures will be displayed in all the city council.
